What's wrong with my 1990's model RCA TV? - why is my vcr skipping during play

I had two RCA TV, absolutely will not let me see all the cable channels I have. I get channels below about 16, and then jumps back to 20 channels in the higher 50 years ago. I have tried to use the menu on the store chains, off the board and let stand for about 5 hours, tried again and again, still nothing. I even tried to run through the recorder and did not. I have to make the cable instead of air. And I have 2000, a model that works. Is it in repair tell me why this happens and it can be repaired? It is the expensive repair? Smart Answers are greatly appreciated!

There is a widespread problem in the era of television RCA. This is bad solder joints on the circuit does not need tuning parts for the repair. Remember, the cost of labor for the repair.
